The Texas Higher Education Coordinating Board’s Programs of Study Advisory Committee spent most of Wednesday afternoon on a question that sounds like housekeeping and is not: who gets to sit in the rooms where Texas decides what a community-college career program teaches.
By the end of the meeting the committee had voted twice. First, on how the working groups are built — roughly a dozen people each, with industry, secondary and postsecondary seats spoken for, and subgroups allowed when the field is too big for one table. Then, on which three fields go first: construction, health sciences and information technology. Nominations open now and close at the end of September. Membership is finalized in October, the groups meet from November through the winter, and they report back in April.
Buried in the staff presentation that set all of this up is the detail that deserves the most scrutiny. Texas did not sort its occupations by hand.
“This next round was looking at going into ONET and pulling out what are the job functions for each of these occupations,” a staff presenter told the committee. “And then an AI agent was created that said, okay, here are the 150 occupations that have been aligned to this career cluster. Here are the job functions of all of these occupations. Can you begin to group these? And so the agent began to group them and say, you know what, these 15 have similar job functions. These 10 occupations, they have similar job functions.”
The output of that grouping is the shape of the whole project. “The result of that was we had about 108 functions across those 14 clusters which means potentially 108 programs of study,” the staff said. “We actually took that 108 and I think we found seven that we could collapse so we were down to 101.” Texas currently has 66 programs of study at the secondary level. The agent’s clustering opens the door to 101.
A labor-market-information overlay is still to come, which is what will decide whether each of the 101 job functions clears the state’s “high skill high wage high demand” test. That, then, is the pipeline the task groups will be handed in November: occupations grouped by software, filtered by wage and demand data, and turned into curriculum by committees of about a dozen.
Why these three, and why now. Staff put construction, health sciences and IT forward as a recommendation, not a decision, and one member asked the obvious question — whether recency was the criterion. “Is the last time that they were reviewed a consideration in any way or we just starting from scratch?”
“No, absolutely it is,” staff answered. Health sciences and IT are “some of the latest or most recent… programs of study that were put together before 2025.” Construction was different. “Construction is an occupational area that the governor has called out as a priority for our state,” staff said. “So we we thought low-hanging fruit.” Health science, staff added, “we know that that’s also been named as a priority in our state,” and “information technology and cyber security we know is one of our fastest growing… areas.”
Only the first three are ranked. Asked whether the remaining eleven clusters had an order, staff said: “Correct.” The rest waits on the data. A five-year sequence gets set in April, when the committee also makes its first recommendations to the coordinating board.
The one thing members pushed back on. A member raised the objection that runs through the rest of the meeting: the schedule does not leave room to do the work properly.
“If they’re only meeting, I think it said two to three times between establishments in the fall to April, that is… I guess I’m just voicing concern about the depth of work that would could happen with those committees to ensure that each program area within the cluster is truly being looked at equitably and… to the depth that we’re wanting out of the quality of this work versus that being too much too fast and it being skimmed over.”
Staff did not dismiss it. “No, I mean you’re voicing a concern that I think is a legitimate one,” the senior staff member replied. The bet, she said, is that the data will narrow the field enough: occupations requiring a master’s or a doctorate fall out, the wage-and-demand overlay trims further, and “I think it’s not going to be insurmountable.” She conceded it will not be even. “I think our construction folks will have an easier time of it than the health science folks… I think the IT folks are going to have a couple of real sort of logical problems to resolve.”
A second staff member picked up the same thread and reframed the risk. “The minimum number of meetings is definitely a minimum number of meetings,” she said, “and to say that there wouldn’t be homework, we all know that not to be true.” Her worry was capture: “I think the challenge is going to be the guardrails of making sure we stay focused… to ensure that as we stand up these task forces, it doesn’t become special interest, but it becomes for the greater good.”
That concern produced the meeting’s only unlegislated outcome. Rather than slow the timeline, the committee agreed — by assent, with no motion taken — to add an extra meeting in October, before the task groups convene, to write those guardrails.
The composition fight was short and consequential. A member asked why faculty representation is required and industry representation is not: “Is there a consideration to have a requirement at least from some industry partners… because I think that’s helpful in knowing what’s going on.”
Staff’s answer was that nothing constrains the committee here. “Both of these attributes are for this committee to decide. It’s not in statute. It’s not in rule,” the senior staff member said. She offered a shape rather than a rule: “usually anything more than 10 or 12 ends up being unwieldy and difficult to organize… I think that you should indicate that you highly prefer, if not require, industry representation in each of these groups.”
Another member argued for a ratio rather than a quota, from practice. “What I try to do is keep an industry partner per a faculty member,” he said, “and that way the industry partner because they’re based on the bottom line of what they need to get into the industry right now versus what we’ve always taught… they seem to balance each other out pretty well.” He was blunt about why: “there sometimes is a disconnect between, you know, those that teach a subject [and]… those that are employing the graduates after that.” (
The motion that followed did not match the summary staff had just read into the record, and the mover said so before he started: “I’ll start a motion that won’t follow that exactly if that’s okay.” What he moved was task groups “with the premise of an idea of up to 10 or 12 members that can be addressed later and it’s not set in stone,” including “industry representatives of both small, medium and large companies… at least two two secondary representatives and two post-secondary representatives representing both rural and urban colleges across the state,” plus “industry specific subtask forces when needed.”
Nobody in the room got it all down. “I have parts of it,” said the staffer taking the motion. A second voice: “think she wrote it down. I didn’t get all that.” The motion was seconded and passed without recorded opposition.
The reason any of this is happening is that the postsecondary side of Texas career education was never built to match the secondary side. Staff put it plainly: the existing postsecondary programs of study are “very outdated,” and when a member asked what that meant, the answer was narrower and more damning than the word suggests. “They’re outdated in the sense we haven’t done the streamlining work… And these were not aligned to secondary CTE… They were done independen[tly].”
The committee has until 2029 to fix it. “This body actually technically goes out of business in 2029,” the senior staff member said, “and we have 14 occupations and we’ll soon find out how many programs study under them to try to tackle before then it can be renewed.” One of the committee’s own recommendations, she noted, will be whether it deserves to exist past that date.
