The Texas General Land Office on Monday posted Amendment 22 to the Hurricane Harvey $5.6 Billion State Action Plan for a federally required 30-day public comment period, according to an Aug. 3 news release from the agency.
The proposed amendment updates funding allocations and administrative language to better align available resources with current program needs, support the effective and strategic expenditure of federal disaster recovery funds, and ensure continued implementation of Hurricane Harvey recovery programs, the agency said.
Several housing programs would see budget increases under the proposal. The State of Texas Houston Homeowner Assistance Program budget would rise to $495,922,760.98, Housing State Project Delivery would increase to $41,874,313.50, and the City of Houston Multifamily Rental Program budget would grow to $370,868,494.30, according to the release.
Other allocations would be trimmed. The State Affordable Rental Program budget would be reduced to $584,273,219.93, the City of Houston Single Family Development Program to $2,184,195.24, the City of Houston Public Services budget to $17,162,740.89, and the City of Houston Economic Revitalization Program to $18,808,020.47, the release stated. The amendment also adds language clarifying which Disaster Recovery Reallocation Program budget adjustments constitute a substantial amendment under program regulations.
The amendment is available for review on the GLO’s disaster recovery public notices page, and comments must be submitted by email to the state’s community development and revitalization office by 5 p.m. on Sept. 2, 2026, to be considered, according to the agency.
Per federal requirements, the GLO must respond to public comments before the amendment can be sent to the U.S. Department of Housing and Urban Development for final approval, the agency noted, keeping the state’s largest disaster recovery housing effort moving nearly nine years after Harvey made landfall.
