Comptroller Huffines Adds Fraud Reporting Button to State Employee Portal

Comptroller Don Huffines will place a government fraud reporting button on the front page of the CAPPS portal for every state employee, the agency said in an Oct. 23 news release.

Texas Comptroller Don Huffines announced an expansion of the agency’s whistleblower fraud reporting resources for state employees, adding a dedicated government fraud reporting button to the front page of the state’s payroll and accounting portal.

According to an Oct. 23 news release from the Texas Comptroller of Public Accounts, the button will appear on the front page of CAPPS, the Centralized Accounting and Payroll/Personnel System, and will be visible to every state employee who logs in. The agency said no previous Texas comptroller has placed such a tool at the point of login.

The release described CAPPS as the enterprise resource planning platform that Texas state agencies use for accounting, payroll and personnel.

The button links to the Comptroller’s Law Enforcement Operations whistleblower portal, which the agency said launched earlier in the week and allows Texans to send tips to agency investigators. The agency tied the change to its Taxpayer First Initiative, which it said emphasizes transparency, accountability and responsible stewardship of public resources.

Huffines said in the release that the state of Texas will not tolerate government fraud, waste or abuse from anyone.

The Comptroller’s office described the move as part of its broader effort to give both state workers and the public a direct way to report suspected fraud, according to the release.
