Texas 2036 legislative report highlights policy successes and next steps

Texas 2036 has released a post-mortem report about the 2025 legislative session. The report includes an analysis of the activities and legislation advanced during the session and what Texas 2036 plans to do going forward to ensure effective implementation and measurable results.

According to a press release from Texas 2036, the organization summarized its activities in the “Leading the Way: 2025 Legislative Report.” This report highlights ongoing efforts over multiple legislative sessions to promote strategic investments designed to improve the quality of life and opportunities for Texans through 2036, which marks the state’s bicentennial year. The organization provided research, testimony, and policy guidance throughout the 2025 legislative session.

“Texas 2036 was proud to support our state’s leaders in their work by providing our best-in-class research and analysis, elevating urgent priorities and helping inform proposals with bipartisan support and long-term significance,” said Texas 2036 President and CEO David W. Leebron. He emphasized that the Legislature demonstrated what is possible when Texas prepares not just for today or tomorrow but for decades to come.

Key outcomes from this collaboration include an allocation of over $22 billion for water infrastructure improvements, expanded career-focused opportunities for 1.7 million high school students, alignment of community college programs with labor market demands for 700,000 students, tutoring support for 230,000 elementary students, and resources for 1,841 fire departments through a statewide equipment database.

Leebron further said that each measure enacted into law reflects a commitment to building a more prosperous future for all Texans. He noted that the work accomplished this year represents a strategic approach to ensure Texas’ future remains vibrant for years to come.
