Railroad Commission Begins Project to Plug Leaking Orphaned Wells in Baffin Bay

The Railroad Commission of Texas (RRC) launched a targeted remediation operation to plug six complex orphaned gas wells located in the coastal waters of Baffin Bay. Managed by the agency’s State Managed Plugging Program (SMP), the project focuses on an area in the Cayo del Grullo region of the bay, situated roughly 40 miles south of Corpus Christi.

The emergency operation was initiated after local community members reported that the abandoned gas structures were actively leaking natural gas. In response to the hazard, the RRC deployed crews to execute a complete environmental cleanup, which includes dismantling and removing the visible well infrastructure in addition to permanently sealing the underwater wellbores with cement.

Agency officials said that the leaking sites were immediately designated as high-priority candidates under the RRC’s risk-based prioritization framework, which evaluates inactive wells based on their potential threats to public safety and surrounding marine ecosystems.

The offshore project is backed by a mix of state and inter-agency funding mechanisms. The RRC is utilizing a portion of a $100 million emergency appropriation approved by the Texas Legislature during the last session, which was specifically earmarked to address technically challenging or leaking orphaned wells across the state.

The operation is also supported by a newly signed memorandum of understanding (MOU) between the RRC and the Texas General Land Office (GLO). The cooperative agreement authorizes the commission to address coastal wells and delivers $3 million in dedicated GLO funds to cover operations across Baffin Bay, Humble Channel, and Pita Island.

RRC Executive Director Wei Wang said that the commission’s background in managing unique marine plugging operations provides technical expertise that Texans can depend on. Wang added that the combined legislative and GLO allocations allow the state to enact a permanent environmental solution in Baffin Bay without forcing the agency to sacrifice its ongoing well-plugging responsibilities in other inland regions.

The Baffin Bay project is slated for completion later this year.
