TCEQ Opens $16M Hydrogen Grant Program for Heavy-Duty Vehicles and Refueling Stations

The Texas Commission on Environmental Quality opened the Texas Hydrogen Infrastructure, Vehicles, and Equipment Program Sept. 30, making about $16 million in competitive grants available, according to a news release.

The Texas Commission on Environmental Quality opened applications Sept. 30 for the Texas Hydrogen Infrastructure, Vehicles, and Equipment Program, known as THIVE, making approximately $16 million in competitive grants available, according to a news release from the agency.

The program funds eligible entities that replace, repower or convert older heavy-duty on-road vehicles or select non-road equipment with hydrogen power, the agency said. It also includes opportunities to build hydrogen refueling infrastructure.

According to the release, eligible applicants include individuals, state and local governments, corporations and any other legal entity. Business entities such as corporations or partnerships must have an active registration with the Texas Secretary of State by the program opening date and must maintain it during the contract period if awarded.

The agency listed four eligible project categories: replacing on-road or non-road heavy-duty vehicles or equipment with hydrogen alternatives, repowering or converting existing vehicles or equipment to hydrogen power, buying new hydrogen-powered vehicles and equipment, and hydrogen refueling infrastructure projects. All projects must meet program requirements, including operating grant-funded equipment primarily within eligible nonattainment areas or affected counties, the release said.

Grant amounts vary by project type, according to the agency. Replacement and repower projects can receive up to 100% of eligible incremental costs. New purchase projects can receive up to 100% of the difference between diesel and hydrogen vehicle costs. Refueling infrastructure projects can receive up to 50% of eligible costs to purchase and install hydrogen refueling infrastructure and associated equipment.

Applications will be accepted until 5 p.m. Central Time on Tuesday, Dec. 29, 2026, the agency said. Detailed eligibility requirements, application forms and instructions are available on the THIVE webpage, and applications may be submitted electronically through TCEQ Send or by mail to an address listed in the Request for Grant Applications.

TCEQ said the Texas Emissions Reduction Plan, or TERP, provides grants to reduce nitrogen oxides emissions from mobile sources and supports programs that encourage the use of alternative fuels for transportation in Texas.
