Attorney General Ken Paxton has opened an investigation into a proposed artificial intelligence data center in Taylor, examining whether the land was deeded more than 25 years ago to be held for public parkland.
According to a Sept. 17 news release from the attorney general’s office, the Bland family conveyed the property in 1999 to the Texas Parks and Recreation Foundation for $10, with the deed stating it was “to be held in trust for future use as parkland” by Williamson County. The office said the property changed hands several times afterward, including a 2003 transfer to the city of Taylor for $10 and a 2009 conveyance to the Taylor Economic Development Corporation.
In April 2025, the economic development corporation sold the property for $10 million to NCP Travis TPP Project, LLC, the Delaware entity behind the proposed Blueprint Projects Data Centers, according to the release.
The investigation will determine whether the trust and restriction referenced in the 1999 deed were modified, released or terminated in a manner expressly provided for in a granting instrument or otherwise required by law, the office said. If the property turns out to remain subject to a charitable trust or other restriction, Paxton said he will seek court intervention to enforce it.
“I will not allow any person or entity to disregard the rule of law or obligations owed to the public,” Paxton said in the release. “If the Taylor data center development is unlawful, I will do everything in my power to stop it and hold those who have violated the law accountable.”
The attorney general’s office has authority to enforce charitable trusts in Texas, which is the legal basis it cited for reviewing how the parcel has been used and transferred.
The inquiry lands as Central Texas absorbs a wave of data center development driven by demand for artificial intelligence computing. No findings have been announced, and the release did not say when the review will conclude. The office said it is investigating whether the land may be used for the private development of a large AI data center.
