House Insurance Committee to Examine Federal Health Policy, Employer Coverage Costs

The Texas House Insurance Committee will hear public testimony on how federal health policy changes are affecting Texas consumers, insurers, and employer-sponsored coverage for small and midsize businesses.

The committee, operating under interim charges ahead of the 90th Legislature, will examine two topics.

The first charge, Federal Policy Impacts, directs lawmakers to evaluate how federal health policies affect coverage access, affordability, network adequacy, innovation, and administrative costs in Texas, and whether state policy changes are needed.

The second charge, Health Benefits for Small and Midsize Employers, focuses on rising costs in employer-sponsored coverage and policy options to expand affordable health-plan choices for workers and businesses.

The hearing comes as Congress debates the future of enhanced Affordable Care Act premium tax credits. A Texas A&M analysis projects the number of uninsured Texans could rise if those subsidies expire.

As an interim hearing, the committee will gather information and may issue recommendations for consideration during the 90th Legislature, which convenes in January 2027.
