Acting Texas Comptroller Kelly Hancock Submits Resignation Following School Choice Milestone

Acting Texas Comptroller of Public Accounts Kelly Hancock submitted his formal resignation to Governor Greg Abbott after exactly one year of leading the state’s primary financial agency. In an official letter dated July 1, Hancock announced that he will officially step down from his post as the state’s chief financial officer on July 31.

Hancock originally assumed the role in the summer of 2025 after former Comptroller Glenn Hegar resigned to become Chancellor of the Texas A&M University System. Hancock expressed gratitude to Governor Abbott for trusting him to guide the agency through a pivotal operational season. Following his departure, Hancock and his wife, Robin, plan to transition into a new leadership role with an international ministry while continuing to fulfill select public service advisory and board responsibilities.

The announcement coincides with a major operational milestone for the agency. Hancock reported that the agency’s rollout of the Texas Education Freedom Accounts (TEFA)—the state’s new $1 billion school voucher program created via Senate Bill 2 last May—has passed the 100,000-student awarded threshold for the upcoming 2026-27 school year.

As of July 1, funds are actively flowing into verified family accounts and the official digital TEFA marketplace is officially open to the public. Hancock praised the rollout, stating that the initiative is running remarkably smoothly for a startup of its size and showcases a broader structural push to make the Comptroller’s office operate at the speed of business rather than the slow pace of traditional bureaucracy.

Governor Abbott praised Hancock’s performance on social media, writing that his specialized background in the Texas Legislature and on local school boards directly enabled the successful launch of the largest school choice program in the nation’s history.

In his resignation letter, Hancock said he is highly confident that agency personnel will maintain perfect continuity for the work already underway under a new Comptroller.
