Bottom line

Bottom line

This version of SB711 caps condominium resale certificate fees at $375, requires condominium management certificates to list management company contacts, a website and transfer fees and be filed with the Texas Real Estate Commission, and requires associations with 60 or more units or a management company to post dedicatory instruments online. It also lets property owners' associations restrict fences blocking sidewalks or drainage areas and, if a covenant provides, front-yard fences. Ratings point both ways: +1 Moderate on Affordability mechanisms and +1 Small on Public records access and Liability exposure; -1 Moderate on Zoning and land-use preemption and -1 Small on New licensing, permitting, or compliance requirements.
