Bottom line

Bottom line

This version reworks Texas Water Development Board financing. It widens the new water supply for Texas fund to reuse, out-of-state water, permitted reservoirs and conveyance and, contingent on the H.J.R. 7 constitutional amendment, directs at least half of dedicated Texas water fund deposits through 2047 to that fund or SWIFT. It raises bond and grant limits for economically distressed areas, adds an administrative fund and a conveyance coordination duty, consolidates oversight in one advisory committee, and requires a public data tool. Water supply infrastructure is +2 Meaningful. The ratings point both ways: public records access is +1 Moderate, while spending growth and state and local debt are each -1 Moderate.
