Bottom line

Bottom line

This version directs the comptroller to maintain a free public database of each taxing unit's bond and tax information, including ballot language, projected debt-service tax rates, election results and use of bond proceeds, back to 2015. Taxing units must report annually, subject to a $1,000 civil penalty after notice. The ratings point both ways. The strongest is +1 Moderate on public records access, with +1 Small on state and local debt disclosure. On the other side are -1 Small on sunset review, because the database has no expiration date or performance reporting, plus -1 Small on fiscal sustainability of new programs and -1 Small on spending growth.
